Fiscal Responsibility

Under Scott Ostrander's leadership, the Town of Milton completed the largest infrastructure investment in its history, including a new Highway Garage, cold storage facility, and fuel island at 459 Rowland Street. These projects were funded without increasing the Town tax rate. Dedicated reserve accounts and long-term capital planning helped make the relocation of the Highway Department possible.

Working with the bipartisan Budget Committee, the Town maintained a stable property tax rate while remaining within New York State's property tax cap each year. In 2025, the Town of Milton received the Government Finance Officers Association's Distinguished Budget Presentation Award, recognizing its commitment to financial transparency and responsible budgeting.

Parks, Recreation & Open Space

The relocation of the Highway Department created new opportunities for improvements at the Town Hall and Burgess Kimball Park campus through the Re-Imagine Milton initiative. Guided by community input and supported by federal ARPA funding, the first phase includes a new playground and two pavilions scheduled for completion in Fall 2026.

Additional recreational improvements include the Milton Mile walking trail and the Mt. Milton sledding hill. The Town also acquired and permanently protected the 131-acre Woods Hollow Nature Preserve, preserving open space while improving trail access, entrances, and recreational opportunities for residents and visitors.

Public Safety

As Chair of the Saratoga County Public Safety Committee, Scott Ostrander worked with District Attorney Brett Eby in support of the Saratoga County Animal Abuser Registry. As the Town's representative on the Saratoga County Board of Supervisors, he also works with law enforcement, emergency medical services, firefighters, and County departments that provide public services throughout the community.

Open Government & Community Engagement

Scott Ostrander has supported community participation in several Town initiatives, including the Re-Imagine Milton project, the Town Master Plan, the Airport Safety Committee, and Town of Milton Day. These efforts are intended to encourage public input while planning for future infrastructure, recreation, and community development.

Jason Miller was born and raised in Milton, worked on a horse farm after college and began his Town employment as the Maintenance Supervisor in 2014. He became Deputy Highway Superintendent in 2017, bringing his farming work ethic and mechanical knowledge to new tasks. His thorough knowledge of budgeting, the regulations of state highway funding and the safe operation of the department have contributed to his smooth transition to the job of Highway Superintendent.

Active on the Budget Committee, Jason has championed the use of dedicated reserve accounts to save for major projects, like the newly completed Highway Garage at 459 Rowland Street. This facility replaced a metal building from 1980 which was unheated. The new facility allows for maintenance and repair in a safer, heated environment and will extend the life of equipment.

Reliable road plowing is a source of pride for the staff as Milton is widely known for its great response to winter storms. The highway staff under Jason Miller are focused on service to the Town outside of highway responsibilities – functioning more as a Department of Public Works. They worked to augment the move to the new Highway facility by clearing the new lot, demolishing the old blue garage, grading and clearing the old site, complete moving of the highway offices and equipment and seeding/landscaping.

The Woods Hollow Park has been enhanced under Jason’s leadership with selective tree removal for safety and trail maintenance along with new attractive entrances and signage.

Coordination of shared services allows neighboring towns to assist with Milton’s paving and is reciprocated as needed – through good communication between Town Highway Superintendents.

As part of the Saratoga County Highway Superintendent’s Association, Jason is informed of issues effecting projects, budgets and contracts that impact our Town.

The provision of free mulch, salt and sand for residents is moving to the new location in the fall, located inside the gate at 459 Rowland Street. Recycling the bi-annual leaf collection into mulch provides residents with direct savings while also reducing debris build up in storm drains.

Serving on the Facilities Committee, Jason has been actively involved in the Re-Imagine Milton Plan. This multi-year project was founded on the community input gathered in 2022. The Highway Department has been actively assisting with the new playground, grading the site, pouring curbs, installing fencing, creating new entrances and paving new floors for the two new pavilions. This first phase of Re-Imagine Milton will open in early fall 2026, largely due to the assistance of highway staff under Jason’s leadership.
