Fiscal Responsibility
Under Scott Ostrander's leadership, the Town of Milton completed the largest infrastructure investment in its history. A new highway garage, weather-protected cold storage facility, and fuel island were built at 459 Rowland Street, addressing critical needs for modern environmental, safety, and efficiency standards. The cold storage facility also helps preserve the lifespan of trucks, plows, and seasonal equipment.
A priority from Ostrander’s previous term, these projects were funded without increasing the Town tax rate, using dedicated reserve accounts and long-term capital planning initiated by Ostrander and the Town Comptroller in 2019. Relocating the Highway Department also alleviated space and safety concerns while improving the Town’s ability to provide community services.
Working with the bipartisan Budget Committee appointed by Ostrander, the Town has maintained a stable property tax rate while remaining within New York State's property tax cap each year. For two consecutive years, the Town of Milton received the Government Finance Officers Association's Distinguished Budget Presentation Award (2025 and 2026), recognizing its commitment to financial transparency and responsible budgeting.
Parks, Recreation & Open Space
Reimagine Milton is a concept developed by Ostrander in collaboration with the Facilities Committee to reimagine the Town’s municipal campus, including the relocation of the Highway Department to 459 Rowland Street and improvements to Town Hall and Burgess-Kimball Park. Guided by community input and supported by federal ARPA funding, the first phase of park improvements includes a new playground, exterior lighting, and two pavilions scheduled for completion in fall 2026.
Quality-of-life and recreational improvements have also been a focus under Ostrander’s leadership. The community now enjoys the Milton Mile walking trail and Mt. Milton sledding hill, both located at Burgess-Kimball Park on Rowland Street.
Ostrander led the Town’s acquisition and permanent protection of the 131-acre Woods Hollow Nature Preserve, along with improvements to trail access, signage, and entrances, helping preserve green space and expand outdoor recreational opportunities for residents.
Public Safety
Scott Ostrander’s commitment to public safety began after graduating from Ballston Spa High School. He earned an associate degree in criminal justice from SUNY Adirondack and spent 30 years in law enforcement with the Saratoga County Sheriff’s Office and the Village of Ballston Spa Police Department.
As Chair of the Saratoga County Public Safety Committee, Ostrander supported District Attorney Brett Eby’s initiative to create the Saratoga County Animal Abuser Registry following an increase in animal abuse and neglect cases.
Following a tragic plane crash near Saratoga County Airport on October 31, 2025, Ostrander formed a bipartisan Airport Safety Committee to address residents’ concerns about safety and operations at the facility. The committee reviews flight operations and incident patterns, considers FAA standards, fields complaints involving noise and low-flying aircraft, and serves as a liaison among Saratoga County, residents, and the Town Board.
As Milton’s representative on the Saratoga County Board of Supervisors, Ostrander continues to work closely with local law enforcement, emergency medical services, firefighters, and County departments that provide public services to the community.
Open Government & Community Engagement
Scott Ostrander continues to take a bipartisan approach to his work and maintains an open-door policy that encourages community participation in Town government.
Ostrander is committed to preserving the Town’s rural district through the Town Master Plan while supporting family-friendly opportunities for community engagement, including Town of Milton Day, which returns Saturday, September 12, 2026.

Experience and Town Service
Born and raised in Milton, Jason Miller began working for the Town in 2014 as Maintenance Supervisor after previously working on a local horse farm. He became Deputy Highway Superintendent in 2017 and appointed as Highway Superintendent in 2025. Miller holds extensive experience in equipment maintenance, department operations, budgeting and state highway funding requirements to the position.
Fiscal Responsibility and Infrastructure
As a member of the Town Budget Committee, Miller has supported the use of dedicated reserve accounts to plan and save for major capital projects, including the new Highway Garage at 459 Rowland Street. The facility replaced an unheated metal building dating to 1980 and provides a safer, weather-protected environment for maintaining and repairing Town vehicles and equipment, without any additional taxes paid by the community.
Under his guidance, highway staff also performed significant work associated with the project, including clearing and grading the new property, relocating department offices and equipment, demolishing the former garage, preparing the former site and completing landscaping without the use or costs associated with outside contractors.

Reliable Town Services
Road maintenance and winter storm response remain core responsibilities of the Town of Milton Highway Department. Under Miller's leadership, the department has also taken on work beyond traditional highway operations, providing services throughout the Town similar to those of a Department of Public Works.
Beginning under his Deputy Highway Superintendent term, Miller has combined highway staff with parks and maintenance staff, reducing costs to taxpayers by the use of shared equipment and manpower. The cost of payroll and equipment purchases have been minimized while keeping up with projects with seasonal services at a steady, productive pace.
The department provides free mulch, salt and sand to Milton residents, with distribution moving to the new Highway Department property at 459 Rowland Street in fall 2026. Leaves collected through the Town's twice-yearly collection program are recycled into mulch for residents while helping reduce debris that can accumulate in storm drains.
Miller is committed to streamlining information to residents through the Town website and social media pages with more updates regarding paving projects, snow removal as well as neighborhood alerts for leaf pick up in fall.
Shared Services and Regional Cooperation
Jason Miller works with neighboring municipalities to coordinate shared highway services, including assistance with paving projects that Milton reciprocates when needed. His participation in the Saratoga County Highway Superintendents Association provides coordination on projects, contracts, funding and other issues affecting local highway operations in the Town of Milton and regionally.
Parks and Community Investment
The Highway Department, under Miller's direction, supports the maintenance and improvement of Milton's public spaces. At Woods Hollow Nature Preserve, work has included selective tree removal for safety, trail maintenance, and improvements to entrances and signage eliminating the need for, and add-on expense, of outside contractors.
As a member of the Facilities Committee, Miller has also been involved in the Re-Imagine Milton initiative, a multi-year project based on community input, gathered in 2022. Highway Department staff have contributed directly to the first phase, including site grading, curb work, fencing, new entrances and paving for two new pavilions. The first phase, including a new playground, is scheduled to open in early fall 2026.
Dedicated to the community he knows as "home", Miller brings a strong work ethic, years of experience, and a hands-on, detail-oriented approach to serving the residents of Milton. His commitment to reliable service and getting the job done right reflects the pride he takes in working for the Town and the people who live here.
